mac make-up artist here!and red would make a fuller lip.but using a lipliner first that is 2 shades darker than ur lip u can make ur lips fuller looking and top it off with gloss.shiny lips allways appear bigger

I would say a dark brown or plum, something that highlights and shapes your lips.
